I'm wondering who is eligible to apply for a dependant visa. All our family is here except for my brother who is 24 years old.
As far as I remember, when I went to the HK immigration website, it did say something like the dependant visa applicant should be a child 18 years old below.
Now, when I checked it again, I couldn't find it anymore. I was thinking maybe they must've changed the rules.
I'd like my brother to be with us here as he's all by himself in Philippines.
I'm a Hong Kong citizen having been born in Hong Kong and with chinese decent. On the other hand, my brother was born in Philippines.

As far as I'm aware the only way he could be considered a dependant of yours is if he is physically incapabale of looking after himself and was therefore totally dependent on you. But if he's in PH and you're in HK that is unlikely to be the case. I don't think you've got much chance of a DV.
You can only sponsor your parents as dependants, or your children if they are under 18 years old. The only way your brother could come here is under an employment visa, if he can get a company to offer him a job, or through an investment visa, if he has sufficient capital.

You can try Quality Migrant scheme for your brother. It will be good if he is university graduate and have some working experience. The other good point is if he got relatives in Hong Kong.
