I will repatriate and I want to sell my car as transport back to EU would be quite expensive.

I think the simple thing is if you find the buyer you just have to write a letter of sale that you sell this car to this person mentioning the name of the buyer and the vehicle registration and after you received your money, you just give the vehicle documents to the buyer and the buyer can register the vehicle using these documents under his name.
I think you are very wrong. There is a form that both the vendor and purchaser have to fill out. It is in duplicate and both parties are responsible to submit their part of the form to the Transport department within 72 hours of the sale.
In practice the vendor gives his undated form to the purchaser who will submit the two together after he has obtained an Insurance cover note. The vendor is responsible for the $1000 transfer of ownership fee
Few years ago, one expat sold car to my husband for few thousand dollar and the seller just gave a letter of sale signed by the owner that he sold the car and wants to transfer to my husband's name mentioning all the details about the car and handed all the vehicle documents to my husband.
Because the next day, the expat was back to U.K. So my husband just transferred the car under his name on his own.
3) Within 72 hours after the transfer of ownership, the new owner must deliver the original copy of this notice and the old owner must deliver the duplicable copy to the Commissioner for Transport. Failure to comply with this requirement is an offence liable to a fine of $2,000.
